IREM Celebrates 75 Years:
1933-2008 |

The 1980s… and the yuppie culture emerged! We were deep in the Me! Me! Me! Generation of status seekers. Although the way of life seemed to be Shop Till You Drop, in 1989 Americans gave $ 115,000,000,000 to charity!
The country was growing at a very fast pace… the 1980 census indicated a population in the United States of 226,542,203, an 11.4% increase since 1970. And for the first time, one state had over 20 million people living within its borders… California with 23.7 million people.
Before moving on to any additional interesting tidbits about the 1980s, let's take a very brief drive down another avenue. Today, we cannot watch or hear news broadcast without mention of the price of gas. In 1980, a gallon of regular gas was $1.25; in 1989 it was $1.12, although it reached a high of $1.38 in 1981 and a low of $0.93 in 1986. (Ah, the good old days.)
In spite of the cheap gas, we Americans were spending a good deal of time reading… of the 13 books which sold over one million copies, Stephen King, Tom Clancy and Danielle Steele wrote 10 of them. Nonfiction books became best sellers, too… All I Really Needed to Know I Learned in Kindergarten and Miss Piggy's Guide to Life helped us get in touch with our inners selves. Efforts to censor books tripled in the 80s. The Grapes of Wrath and Catcher in the Rye were among the books banned in New York State.
Both cable and MTV were born. MTV, originally intended to promote albums, had an enormous impact on music, and was on over 250 cable stations. The top three TV shows of 1989 were the Cosby Show, Cheers and Roseanne. On Broadway, Phantom of the Opera opened in 1988.
New and News of the decade… a seven-week baseball strike in 1981. The marriage of decade took place in 1982 at Buckingham Palace when Prince Charles married Diana. The Berlin Wall, after 38 years of restricting traffic, was dismantled in 1989. In December of 1982 the first person to receive an artificial heart was Barney Clark. Erno Rubik invented the Rubik's Cube in 1981, and by July of that same year, over 10 million had been sold. In addition to the Rubik's Cube we had Snurf and ET stuff (as ET had phoned home, perhaps because the "cordless phone" was not around). And who can forget Valley girls and Val speak (were 'grody to the max" or "gag me with a spoon" part of your vocabulary in the 80s?). Garfield cats were on windows everywhere, Cabbage Patch dolls were being adopted, one stick popsicles and microwave pizza made their appearance (thank heaven!) and oh my gosh… Wendy's fired Clara Peller, 84, of "Where's the beef?' fame (I heard it had something to do with her Prego spaghetti sauce ad, in which evidently, she finally found it).
Let's move on to something more serious… a few famous architectural feats of the 80s were Trump Tower, the High Museum in Atlanta, re-opening of Union Station in Washington, D.C. and the Sunshine Skyway Bridge in St. Petersburg.
In 1981, IBM introduced the IBM-PC. It was designed by 12 engineers and sold for $1,565. And in 1981, IBM launched the 288K-memory chip.
Technology certainly impacted the property management profession. We were learning new techniques with automation in security, inventory control and energy management at out buildings. 40 states and hundreds of cities were now restricting smoking in public buildings and restaurants following the surgeon general's directives on passives smoking. For some, this created a few new issues to be dealt with in our management of buildings.
IREM continued to be a major factor in the education and training of property managers. Our previous growth in membership and course attendance were on the rise again during this decade. Membership grew by 50% to 12,000 members. And with that. IREM became the world's largest organization for property managers!
The 1980s began with the question… "Who Shot JR?" And we soon found out. Were you a part of the largest audience on record for a regular series when we all learned the answer to that burning question? Or do you recall the "re-enactment" during Governing Council in San Antonio last October when it was noted that nearly the entire dais jumped as the "shot rang out" backstage. This decade also left those of us in property management with a very important question… How large could IREM grow?
Well, you are a part of the growth today… And we truly hope you are proud to be a part of IREM. We have much to be proud of, as I hope you have to come to know. More than that, I truly hope you are an ACTIVE participant in your IREM chapter and on a regional and national level too.

Member Support Grant
This grant was established to assist IREM members with maintaining current membership status, accessing professional development programs, and/or attending IREM functions. The IREM Foundation has funded a limited number of Member Support Grants.
Examples of grant use may be, but are not limited to:
o Assisting people experiencing career transition
o Serving people from underrepresented population groups in the real estate management industry
o Expanding student outreach at the community, undergraduate or graduate level
o Developing future leaders to more fully participate in IREM events and activities
o Assisting low and moderately low-income community management organization staff
o Assisting members during a time of need

The IREM Foundation is very pleased to announce they have selected CPM Candidate, Mario Guevara, as a recipient of a Minority Outreach Scholarship. The purpose of this program is to increase minority CPM membership by providing minority real estate managers an incentive to participate by: 1) reducing the financial burdens of attaining membership; and 2) establishing a supportive environment at the chapter level. Commercial Property Managers and their entire support team have a tremendous resource that may not be fully optimized. As property owners place greater emphasis on efficiency and value added services the HVAC contractor is uniquely positioned to extend the CPMs services by enhancing their overall property awareness. Each day contractors and their trained technicians respond to a variety of needs at commercial properties. By a simple re-tasking, they can extend the overall breadth and reach the CPM on any given property by simply noting:
• Roof related issues such as blisters and cracks noticed while crossing the roof deck to service the equipment
• Landscaping issues such as organic debris on the roof, or overhanging and potential dangerous tree limbs
• General property appearance or aesthetics
• Exterior lighting deficiencies if contractor is responding at night
In addition to leveraging the relationship, additional benefits can be found with energy efficient repair methods and solutions:
• Scheduled and predictable maintenance intervals which enhance system performance by optimizing the performance of aging equipment
• Real-time reporting and accountability of service needs using bi-directional data transmission
• Scheduled replacement of twilighting equipment
• Energy consumption analysis of “old” vs. “new”
• Solutions partnering so that the contractor understands the owners goal of the property

In the not too distant future HVAC units will no longer be available in HCFC-22 thereby increasing the need to understand the various alternates available. Large scale applications have already started refrigerant conversion either by retrofit or replacement, but a vast number of mid to small scale HCFC-22 machines are in service and will need replacement.
My hope is that I provided one concept to IREM members that may not have been considered in the past. I would be happy to discuss in more detail, and review programs CAC-CE has implemented on behalf of its clients.

| Florida Tax and Budget Reform Commission passed CP002 |

We are happy to report to you that your messages to the Florida Tax and Budget Reform Commission (TBRC) were received. Today the TBRC passed CP 002, which if passed by the voters in November, will eliminate the state’s required local effort for the school portion of everyone’s property taxes in 2010 and place a 5% assessment cap on non-homestead property beginning next year. It allows the Legislature to make up the $9 billion to schools in a number of ways, including raising the sales tax by up to 1 cent. Past-President Nancy Riley, who sits on the TBRC, voted in favor of the proposal.
Make no mistake - today was a historic day, as the vote was a very close 18-7 (17 needed for final passage) to place CP 002 on the November ballot. Since you are a policy making body who have spent countless hours debating and researching tax policy for our state, we thought we would give you a little more detail on the technicalities of the amendment.
If approved by 60% of the voters, this amendment will do several things:
1. Starting in 2009, limit assessment increases to 5% a year on all non-homestead property. This is down from the 10% included as part of Amendment 1 passed in January, and keeps it permanent (Amendment 1’s cap lasted only for 10 years).
2. It requires the Florida Legislature in 2010 to abolish the state’s required local effort for schools. It will be somewhere between $9-11 billion dollars, and that money can be made up in any combination of 4 ways.
a. An increase of up to one percentage point to the sales tax (The Florida statewide sales tax is currently 6%).
b. Spending reductions for other components of the state budget and revenue increases resulting from economic growth attributable to lower property taxes.
c. The repeal of sales tax exemptions, but not including food, health services, prescription drugs, the sale of real property, and items for resale.
d. Other revenues identified or created by the Legislature.
3. This will result in lower property taxes between 25-50%, depending on where you live in Florida. More simply, it does away with the “School Board” portion of your property taxes, though local school boards will retain a very small amount of discretionary taxing authority.

There is and has been concern in the public arena that passage of CP 002 could lead to a services tax. The FAR Public Policy Committee debated this at the April meeting, concurred that this is NOT a mandatory services tax, and offered support. This bill WILL potentially force a review of sales tax exemptions and exclusions and it is possible that some goods and services not currently taxed could ultimately be taxed in the future. However, FAR is prepared to defend exemptions and exclusions important to the real estate industry.
Other significant property tax-related proposed constitutional amendments were officially sent to the ballot today, including CP 004 (allowing assessment at less than just value for storm-hardening home improvements); CP 006/008/034 (allowing assessment at less than just value for working waterfront properties); and CP 15/16 (allowing assessment at less than just value for conservation land). At the last minute, Commissioner Randy Miller, the sponsor, withdrew from further consideration a proposed constitutional amendment to force Florida into the internet sales tax compact with other states. All of these amendments will likely be supported by FAR this fall.
Formal action will likely await the State and Local Taxation Subcommittee at September’s convention. To review these other proposals, you can click on the TBRC’s website, here: www.floridatbrc.org. Click the “meeting materials” section on the left and look at today’s agenda.
Today’s action was a big victory for Realtors, property owners struggling under crushing tax bills, and businesses that will see their tax bills limited by a lower, permanent assessment cap. Most importantly, Commissioners heard your voice and decided that sending this and other important proposals to the November ballot was the right thing to do.
Thank you for being a part of the solution to this property tax problem. Please look for other possible calls to action next week, as session winds down and several property tax proposals need your voice to urge final passage.
